Move to New York in December...... They are going to pass a law that will allow any tom, dick or harry to get a drivers license without a SSN or visa. Just make sure you pass the written tests first.....
There are other states down south that allow you to get a drivers license without a ssn/visa. Try florida state - home to millions of illegal aliens who are driving down there.

Assuming you are here legally, you go to the Department of Driver services (look it up online) and fill out an application. You need a foreign passport and visa.

If you here on a visitor visa, use an international drivers license since you have no need to obtain a state one. our passport will suffice for any ID needs you may have. You need to present an immigrant visa, or a non immigrant F1, H1B, E2 or some other kind of working visa to the DMV. If you don't have any of these you shouldn't be applying for a lic.
