The father of my friend Luigi - Kola Dedvukaj - has been held in a prison in Montenegro for over a year. Kola is a US citizen, and was visiting Montenegro for a wedding. He was dragged from his bed, beaten severely, and put in prison; he has yet to be charged with a crime. The
prison is not climate controlled and his health is deteriorating; he spent his 59th birthday alone in his cell.

Since he's still being indicted, you should seek help from the the government department which conducts issues on foreign affairs. In the US, I think, it's the US Department of State. The US government should have his custody since he's not convicted of anything yet (if he's a US citizen.)

Request that the Executive Head of the country will pardon the father of your friend so that he will be given freedom. It is the only legal choice because there was already conviction.
