Programming remote transmitters
It is necessary to have all (maximum of four — original and/or new) of
your remote transmitters available prior to beginning this procedure.
Controls and features

To program the transmitters yourself:
² Insert a key in the ignition and
turn from 1 (LOCK) to 3 (ON)
and cycle between 1 (LOCK) and
3 (ON) eight times in rapid
succession (within 10 seconds)
with the eighth turn ending in the
3 (ON) position. The doors will
lock/unlock to confirm that
programming mode has been
entered.
² Within 20 seconds, program a remote transmitter by pressing any
button on a transmitter. The doors will lock/unlock to confirm that the
remote transmitter has been programmed. (If more than 20 seconds
pass before pressing a remote transmitter button, the programming
mode will exit and the procedure will have to be repeated.)
² Repeat the previous step to program additional remote transmitters.
The doors will lock/unlock to confirm that each remote transmitter has
been programmed.
² When you have completed programming the remote transmitters, turn
the ignition to 1 (LOCK) or wait 20 seconds. Again the doors will
lock/unlock to confirm programming has been completed

My wife has a Mercury, so I'll assume it would be the same. Put the key in the switch and turn it on and off without starting the car, I believe 7 times. If I am wrong just stop by your Ford dealer and they can do it real quick for you and shouldn't charge you anything to do that.
( I tried and failed to do it right, they did in in about 30 seconds)

Unless you have a 1998 crown victoria, Almost every car (1998 CV/Grand marquis and all Focus cars) for the past ten years programs like the gentlemen said before but it's cycle it 8 times leaving it in run on the 8 time.. the locks will cycle to confirm in program mode...

You can't it has to be done by the dealership. It is very expensive to do about $300.
