A Stranger in the Woods has beautiful photographs. The Cat in the Cat Comes Back doesn't really have a winter theme, but it takes place in winter and is a fun book. Also, There Was a Cold Lady Who Swallowed Some Snow is fun and contemporary and the kids really enjoy it. And Snowmen at Night is another fairly new one that is filled with imagination and fun.

I am not sure if you are familiar with Jillian Giggs books, but there is one written about her making snow pigs which is just great... keeps the kids attention no matter how many times they have heard it before.
