Is there anything legally that I can do? I owe for tax years 01,02 & 03 - totalling over 2K including penalty & Interest.

OK your employer did not hold local taxes, but you never filed your returns, which would have given you clear picture of the taxes due.

Your employer may not have been required to remit local taxes for you. It is not always the case that an employer must send in your local taxes through payroll withholding. Your W-2 showed no local withholding for those years.

There is no legal action you can take against the employer.

Ouch. But no, not much you can do other than pay up. Employers don't always withhold local taxes, but you are still responsible for getting them paid.

Not really. You should have filed the necessary returns and paid any tax due by the filing deadline. You failed to do that, and now are paying the price.

Where are you? How did you not notice the taxes weren't being withheld?
