Whens the best time to book a car rental?

Is there a best time to book a car rental. Is it cheaper to book after midnight- like some airlines are?

Actually, booking it within a week is better, because some rental companies will be on promotion based on its inventory.
And weekend rate( From Thu noon to Mon midnight) is better for leisure traveller.
