HELP! Caught little sister "exploring"?

Question

I know its normal to explore yourself, but is 6 years old too young?
I don't know what to do!
I've caught her a few times now and she keeps doing it... is this ok?

My friends daughter has been doing that since she was 4. He took her to the Dr and was told its normal and should not be shunned for doing it. But rather told that is something that needs to be done only in private.
