It says I have too heat it until I can form a ball, and it floats in a cup of water, well I am cooking it, it looks done, but it is not floating.

What type of application are you using the masa for - some you can start with dough others you have to precook it.

The premade masa from the store is not quite finished. you still have to add some of the stock from what ever you are going to fill the tamale with, and by all means add some butter, margarine or oil or melted lard. You don't have to cook the masa before you steam the tamales. The steam will cook it. Also, there is a book TAMALES 101, a beginner's guide to making tamales. I wish I had had it before I started making them. I made my share of making mistakes.

you'd better follow the instructions, have you ever bitten into an uncooked tamale?
Well, let me tell you, YOU REALLY DON'T WANT TO.(I have, unfortunately)
The masa has been made for you to cook, it's not meant to just eat raw.
And here is another use for your Masa, just take a little round ball, flatten it out, and fry it in a pan with either oil (not sure olive would work, it's probably taste gross) or butter....fry it up until golden brown.... top with beans, cheese, some chopped cabbage, any type of meat you like(chicken is my favorite), then put a HUGE dollop of guacamole on top....
MMM
you can add shredded Jack cheese, now THAT is a good meal.
as good as any in your favorite restaurant

if this is for tamales you dont have to cook the masa first it won't come out if you do. I know that you mix it til it forms a ball in water. if the ball does not float to the top then you may need to mix it more. hope this helps
