She can drop them off for free. They REQUEST a fee, but they don't require one. What I would do, is call the shelter and tell them what she does. This way they can watch out for her.
The chances are, he will be fine. Young dogs and puppies are usually adopted fairly quickly.

The Humane Society keeps a record of such things. That story won't work the next time she tries to dump a dog. I have never had to pay a fee to the Humane Society. I do not dump animals, though. I work with feral cats and have done trap/neuter/release for over 40 "wild" cats. Sometimes I get strays who are socialized and for those guys I try and find them a home because they are used to a home. I work with my Humane Society in that regard but even sitting in their intake room for 20 minutes will give you an insight into human nature that you wouldn't get out of doing a masters in psychology.

It's usually free to surrender your dog, but they ask for a donation since that is how they sustain themselves.
Why can't you incorporate your dog in the move?
A dog is a 15-20 yr. commitment, not a take care of one when it's convenient sort of thing.
If you get rid of this dog, do not get another until you are 100% ready to commit.
P.S. Your friend sounds like a real piece of crap, not only is she driving the puppy mill business by buying her dogs, but she's bogging down the humane society and sucking up funds.

What absolutely reprehensible behaviour.
When you buy a dog you make a commitment, to look after him, feed him and love him until the end of his days. People who treat dogs in the manner you describe should be put down and you should tell the woman that.
In answer to your question; yes they probably would take the poor pooch, as they give a crap.

I guess it depends where you live. I have heard of some taking their pet to the Humane Society if they are moving some place that don't take pets, or owners that are not able to care for them because of failing health. We took a cat in to the Humane S. because she was abandent and pregnant, her owners just left her outside, poor kitty was so scared, and they accepted her without any payment, that in Toronto,

I'd recommend you call and alert some flat coat rescues near you. Rescues would much rather place their breed (or refer a preapproved applicant) themselves given the opportunity.

Most don't require that you pay a fee, because they want you to bring your pet there rather than abandon them or let them go on the street.

Maybe she gave them a sob story. The shelters that I know of charge a fee to cover food, etc.
