If you let her get the phone in your name, you are responsible for the bill. You can take her to small claims court for a small filing fee. (In my juristriction it is about $50.).
Make sure you have everything documented before you go to court such as bills, promises by her to pay you, etc.

Good Luck

First cancel the phone, then you can try small claims court, but the phone is in your name, so ultimately you are responsible, and how do you prove the agreement between you two? Going to end up being a lesson learned as friendship and money do not work out. Most likely you are out $400 and a friend and I am sorry about that.

yes have the phone line suspended they your friend will not be able to use it any longer..this way to don't have to cancel the phone and pay the cancellation fee..tell them phone was lost or stolen..

Then take your friend to small claims court call the county clerks office in you city and have them fax you over the nessary paper work.

If you have to start making payments on her line so it does not go into collections..

Lesson lerned NEVER put anything in your name that isn't yours especially things for friends and family...
