Kennel Club membership, a pedigree, knowing their heritage, but from looking, it would take an expert to tell, if at all.

Sometimes you can't really tell, especially if the original breeds are similar. A good example would be your Chihuahua: There are terrier breeds that look very like chis, except for being a bit larger.
Otherwise, a person that knows a lot about dogs would be able to make a reasonable guess.

Since you state that you have a "mixed" chihuahua, then it is a mutt. Anything with the word "mixed" is a tell tell sign that it is not pure bred. Mutts can be the best dogs.

Some dogs can look very much like a purebred, but a trained eye can usually spot the difference right off the bat. Tho not always. Thats why purebreds have papers, to prove the bloodlines they originated from.

It can be hard to tell sometimes, but you can get a test done at the vet to tell what breeds are in your dog.

Ask him to show you his papers -- then deport him if he doesn't. Be aware of the fact you may be accused of profiling, though.
