I put the barrel and the spring in and begin to put the slide on but it locks up before I can slide it far enough to put the pin in.
(it's brand new)

Like DJ said make sure the barrel and spring are centered. Mine is very picky about this and it has to be centered perfectly

I looked at the manual as well and you either have the recoil springs mixed up or, more likely, you don't have the barrel centered in the slide when you are moving the slide back. This is likely causing the barrel to stop the slide before it's supposed to. Try again and make sure the barrel comes all the way through the front hole of the slide. Page 9 of the online manual.

You may want to fit the barrel and slide together without the springs so you can go through the process without the spring tension, then when you have that procedure down, put the springs in and make sure they are situated the correct way.

Contact Kel Tec or the dealer you bought it from.

You should have the manual that came with it but just in case.

Did you lose the ejector? Or is the hammer pushed all the way forward? Part 115 falls out if your unfamiliar with the disassemble of the pistol. If the hammer is forward pull it back.
