Some one who likes someone under age(16) and the person is in there late 20's I know someone like this. Is it a sexural offender.

There is definitely a problem here because a teenager is considered a legal adult at sixteen in this predicament and even if that is the case they can only be involved with someone that is twenty-four. This child is not sixteen and he is over twenty-four. It would be statutory rape if it is pursued. Although this law is only valid in some states, in others you can only have relations with someone under 18 if you are under 18 as well and vise versa.

The 16 year old is called JAIL BAIT. The late 20's person is called sexual offender, village idiot, human animal, sick S. O. B., etc. Take your pick. You might work on your spelling. I had trouble understanding your question until I read the other answers. Good Luck & Blessings

In my state the 16 year old would be called a victim.
The late 20-something would be called a rapist/pedophile/criminal.

I have no idea, but the person in their 20's should learn this phrase I heard Charlie Sheen say in his sitcom to a 17 year old sexpot who came on to him:
"Sure you're pretty and sweet, but in prison so am I"

According to your descriptions of the individuals, as of now, they are only two people who want to date each other. Unless they commit a crime, depending on the laws of the state in which this occurs, they are just ordinary people. Without anymore information, I would think you are just angry about the relationship.

Just liking her is being a pedifile. But he is only a sex offender if he does something physically to her. If he contacts her at all or stalks her, then he is a predator.

In my state he would be a pedophile if they engage in sexual activity, and would be guilty of statutory rape, however they can marry with her parents consent.
