We had a wonderful girl I worked with from Taiwan that we did this for her just as co-workers. Flag...frame for her certificate...blew up her pic from the swearing in ceremony and framed it...we had a pot luck dinner where we bought a dish of whatever our favorite food was and she had to bring her favorite from her country....and we got her her first pair of blue jeans and a cowboy hat. I know someone else took her to a Nebraska Husker football game.....others gave a collection of old family favorite recipes from Apple Pie to Fried Chicken.
There was a cookout and celebration for her first 4th of July and she threw a party for when she filed and paid her first taxes as an official citizen. That was a shocker for us......she was so proud to be a contributing citizen. LOL
I wish I had thought of an American slang dictionary.......according to her "she was so tremendously GAY" that day....lol

A Congratulatory card with a symbolic Key inside of it.
The key represents that by becoming a legal citizen, they have opened the door to their own bright future.
My wife and I have had the pleasure of doing this 4 times in the past couple of years.
Edit: After that, dinner and drinks at our place. Let the celebration begin.

We had a party for a girl at work and we made cake decorated with 13 strips made out of food coloring and 50 stars, we lit sparklers and sang, three cheers for the red white and blue.

A friend, you mean? One of the flags you can get through your Senator's office that has been flown over the US Capitol building, and has a certificate to say so.

A thank you, a heart felt handshake, and dinner and a few drinks to celebrate. I'd also give them a framed copy of the Constitution, since it is the backbone we live by.
