You are probably thinking of a very simple slip lead (see photo in the link below) and yes, they can choke a dog if used improperly. There are also all in one show leads also in the link below.
Choking is pretty much the idea of choke chains, slip leads and the illusion collar which is why he advocates things that ride high on the neck where the trachea is more accessible. Things that ride low on the neck, where more muscle structure protects the windpipe don't offer 'control.' where control is a euphemism for cutting off air supply or causing pain or discomfort.
If you don't want a full-choking device, try a martingale type collar. They come in various styles and limit how tight the collar can get. The collar still tightens but it stops at a certain point.

I can tell you that if you take him to a shelter, he will certainly be euthanized if he shows any aggression or if you tell them about the biting. If he is truly dangerous, you could get him a certain muzzle that he can wear when he is around people. You could also make him a fenced off area in the backyard or some type of spacious sheltered area so that he is separated from people. I have a really hard time believing that this is genetic since it just now showed up at the age of 7yrs. I can tell you from my experience in animal behaviorism that he would most likely have showed these aggressive behaviors early in life. I wouldn't know for sure, though, since I haven't worked with him. What type of training have you done with him? Also, have you tried xanax or clomicalm? There are very few meds available to dogs suffering from psychiatric conditions, but if his aggression is not too serious maybe you can find a med that will at least allow you to work with him, since he only bites when he gets spooked or when someone tries to take something away. I have also had experiences with an aggressive dog, so I understand the stress and pain you are feeling. Good luck!

The issue is that dogs are poor generalizers - it's not that the dog is "sneaky, greedy" etc, but that they have no intrinsic sense of morality or "rightness" and so only think something is "bad" if it has bad consequences. If it has never had bad consequences except with a human in the room, then how on earth are they to know that the rules still apply with the human out of the room? I personally owned a Labrador Retriever (read: chow hound) that could be left 6" from a hot dog in a sit-stay for half an hour and not touch it - the word was "mine" and it meant that you don't touch that, even if I am not in the room, even if whatever, you DO NOT touch that. You could leave a plate of food on the floor for hours and not only would she not touch it, she would also keep the other animals (dogs and cats) from touching it.

the one you are talking about is a simple 2 dollar puppy leash....a small ring on one end that loops through forming a noose but it does work just like a choke chain and you need to make sure its put on the right direction like a choke chain so it releases when you let up on the pressure. If you cant find one in a pet store the vet clinics always have them and If you ask they will usually sell you a couple.

No actually he does not sell this collar on his site. The collar the first poster was referring to was the "Illusion" collar which looks like two buckle collars attatched together.
I forget the names of the collars you want, but they ARE basically a rope noose. Work just like a choke collar. You need to learn how to use one properly. I want to say latigo leashes but don't think thats the right term. They are cheap tho, and I THINK you can find them in Dr. Foster & Smith catalogs websites....not 100% on that. Maybe someone else here can help on where to find one.

It's called a kennel lead, but he just typically uses a normal leash that is looped into a noose using the handle. You can get kennel leads all over the place.. your vet might even be able to give you one.

It works great!
Also, you can get a leash that you can use as a slip-knot. Just keep it up on their neck, pretty much directly behind the ears- this gives you more control and they will not pull. You can also purchase a metal slipknot thing you attach to their leash. It's like a choke collar but without the spikes. It also works wonders. They sell them at most pet stores.
