Less. The moisture has been removed so the dry herbs are more potent. Powders are also more potent that just dry herb leaves.

You should replace 1 tablespoon of fresh herbs with 1 teaspoon of dried herbs as a general rule. However, it is best to use a little less than you think you need and adjust to taste.

Depends on the herb. Some herbs, like rosemary, are the same whether dried or fresh.

Use LESS dried herbs than fresh.
Think of drying as concentrating flavors.
However, sometimes fresh is best. For example making Pesto is best with fresh basil.
