Tarot are neither Wiccan nor Witch, but, in fact, have their roots in thirteenth century Christianity.
That being said, this sounds suspiciously like a ploy to get you to buy more cards.
Tarot cards are POWERLESS, the power comes from YOU and YOUR MIND and YOUR WILL, therefore, any fading of power comes from YOU.

Is that a question? I'm not a witch or a Wiccan and I use Tarot cards.
There is no per person limit. Kind of sounds like contest or something. If you are asking the same question for the same person over and over again, things can start to get confusing. Your energy is going to fade as your confusion increases. If you don't understand the 1st reading, then you don't understand. Wait a bit (meaning days), and then try again. Most of the time you don't even need to draw new cards just looking at the spread a few days later things can become clearer.
When your 1st starting out, it's kind of fun to just ask question after question and play around with what your drawing. This is more practice and fun, as well as getting to know your deck. If your doing a more intense or important reading, then 1 should be enough.

Yes, if you try to read too much into them they will lead you away from the initial path they started because then they are confused. Too many questions at one time confuses the spirits and they do not believe in themselves and what they know anymore. Read them only once per 20 days. My mother would do only one every 20 and could never get a good reading for her own children or husband just others that were not close blood ties.
Spirits in the cards know what the true feelings and expectations of the the person you are reading for so let them do their job and you just be the interpreter. They old saying " Stir the pot too much and you get mush".

Umm... I use Tarot to get in touch with my subconscious. I guess this question doesn't apply to me, but I would think there would be no limit. After all, most of the witches I know only use the cards to heighten their intuition...

Three times per person is the limit and only seventy two times total for use of the entire deck. After that they should be ceremoniously individually burned in a witches holy flame.
