He would have to be on your page 2 - go to you personnel department - they should help you.

To add your brother in law, you will have to be providing over 50% of the money he needs to survive and he may have to reside with you. Otherwise, he probably won't be entitled to recieve benefits. The best thing to do is talk to your supervisor and family advocacy...they can steer you in the right direction. You will have to apply for the benefits and may be asked to provide proof of financial need/support. The process takes some time, so I would suggest getting the information as soon as you can.

You can't add your brother-in-law to DEERS. Defense eligibility is restricted to your spouse and your children. The only exception would be if he is completely disabled and you are his court-appointed guardian, thereby making him your dependent. If that is the case, then see the personnel folks (S-1) at your unit.

it isn't that easy to add a secondary dependent. you must support them at least 50% for a good year before you can fill out the paperwork, and prove that they are unable to support themselves for any reason. IF you are successful, they are only granted an ID and Space A privileges for medical care. if you are already married, your BAH will not increase, although if he is living with you you rate an extra bedroom for base housing.

Each time you PCS you must petition to have him granted medical care on base.
