How would you use it as ID anyways? It doesn't have your picture on it, unlike your drivers license. And I know I'm not going to want to give someone my SS # for anything unless I absolutely have to, like for opening a bank account or stock account.

A social security card alone would not work as ID, because it has only a name and a social security number, no photograph, physical description, or other way to tell if it belongs to the person presenting it.

For certain purposes, such as the I-9 form, it is common to be asked for two forms of ID and present a driver's license and a social security card. However, in these situations, the social security card is actually used only as proof that the person shown on the other ID is a person who can legally work in the U.S., and only the other ID is used to identify the person. This is completely legal.
