Notionally some numpty in the Cabinet.
In practice, the officials of the teachers unions and a group of leftwing egalitarians in the teacher training realms of power powerfully assisted by the racism, sexism, ethnicity, disability and social services industries.
And it would be a waste of time emailing any of them because they don't give a stuff about education, social engineering is what it is all about to the whole damned lot of them. (Plus shorter hours and better pay for the teachers and ancillary staff.0
