It's in the Bible, and yes, it applies to everyone. I'm in my 40's and I've seen it happen time and time again. .so I am a believer that whatever you put out there, does come back to you. .
The phrase is: "As you sow so shall you reap"
Meaning: Your deeds, good or bad, will repay you in kind.
Origin: From the Bible, Galatians VI (King James Version):
Whatsoever a man soweth, that shall he also reap.
I have also heard this referred to in Karma as well:
Karma: As You Sow, So You Reap
Whatever you sow by your actions come back to you. If you make others happy through service, charity and kind acts, you sow happiness like a seed; and it will give you the fruit of happiness. If you make others unhappy through harsh words, insult, ill-treatment, cruel acts, oppression, etc., you sow unhappiness like a seed; and it will give you the fruit of pain, suffering, misery and unhappiness. As far as life in general, sometimes it is everyone around us who reaps what we sow. This will come back eventually on us, so we do feel the effects of it.
As far as report button stalkers, they will eventually find themselves blocked by everyone, so they too shall reap what they sow.

It applies to everyone in all aspects of life. The timing and the way it's manifested is the question. It can come back later as a seemingly unrelated issue. Such as a health issue five years later. Or it can come back suddenly. You never know.

It doesnt always apply during our lifetimes. Sometimes really bad people benefit and never get any payback. Sometimes really good people have really bad things happen to them and never catch a break.
It will all work out eventually, but during this life, it isnt always fair.
