It all depends on your rank and where you're stationed. The general rule is you have to be at least an E-4 (Senior Airman) and in your second term of enlistment to be able to live off-base as a single person and get the housing allowance. However, if your base has plenty of dorm rooms, they may not allow you to move off-base and get the housing allowance until you get promoted to E-5 (Staff Sergeant), and in some cases where dorm rooms are limited they may give you the housing allowance and allow you to move off-base as an E-3 (Airman First Class).

If you are talking about with quarters allowance it varies depending on the availability of quarters and rank being the two major factors; if you are in a technical school the normal answer would be No. Since it does vary between the services and can vary base to base and even Commanding Officer to Commanding Officer the only way to get a good answer is talk to your units senior enlisted (if you are enlisted), Executive Officer (if an officer) or check with the Admin Officer who should be able to tell you the requirements and procedures for that unit/base.
I have known personnel who maintained an apartment off base without funding, the problem with that is cost, assigned duties as though you lived in the barracks, and still responsible for a room/area in the barracks. You just aren't there often.

There is no single right answer.
It all depends on the base you are stationed at.
Generally, the only single enlisted that will always be able to live off base and collect BAH, are senior NCO's
E-7, E-8 and E-9.
For everyone lower, it will be based on the base you are stationed at.
If the barracks are full, then generally, anyone E-4 and above will be allowed to live off base.
It just depends on the barracks situation.
At some bases, if there is plenty of barracks space available, they will make E-5's and E-6's live in the barracks. But without a roommate.
Now, it is also possible to live off base, without being eligible for BAH, you have to pay the rent out of your base pay.
Generally anyone E-4 and above, can live off base, if they want to pay the cost themselves. Some bases limit it to E-5's and above.
But be warned, single BAH will hardly ever be enough to rent a decent place off base and pay for the utilities.

This depends entirely on the base/unit you are assigned to and your rank. Most places you must be at least an E4 with First line supervisor, First Sergeant and Commander approval and you must provide a budget and living plan. You also can't have any negative things on your record. If you are in Tech School, there is no living off base as a single person. If you are in Korea you must be an E7 to live off base while single. If you are in the military you should be asking your supervisor or First Sergeant for the regulations about this rather than asking the know nothings here on Yahoo Answers.

The first issue in space in the dorms...some bases have limited dorm space, so those areas may allow lower ranking airman to move off base sooned than in other areas.
Next is rank. As your pay and housing is directly tied to your rank, newly enlisted generally are not considered to be making enough to afford living off base if they are single. For most bases, you will need to be at least an E3 or E4 before you can even ask to live off base.
Finally comes a few other things...do you own a car? If not, you can forget about being given to move off base. You must be able to get to and from work without having to depend on others. How is your financial situation in general? You supervisor will ask that (and can even ask for you to do a monthly budget) to be sure you will not be hanging yourself financially. If the area you live in has high housing costs, you may be required to offer proof that you have room mates lined up if needed. If you are due to deploy in less than 12 months, your command may deny your moving off base simply because of the conflicts it could cause...breaking a lease, packing up your goods and putting them in storage.
Basically, single military should plan on being in dorms for the first three to four years of their military enlistment.

Hate to burst your bubble, but your boyfriend/fiancee will not be living off base when he gets to his first permanent duty station. If he's in Tech School right now, that means he's probably an E-2 or E-3. He's not going to be authorized BAH as a single E-2/E-3. Until your are married, you don't exist as far as the military is concerned.

At my base, you can't live off-base until youre an E-4, and sometimes not even then if the dorms aren't atleast 90% full. Once you make E-4 then you can be put on a waiting list. You also have to have Commanders and First Shirt's approval.

In the AF you have to be an E-5 to live off-base. There is rarel ever a dorm shortage that would make it neccessary for a single Airman to be authorized to live off-base. there have been too many problems in the past with single Airman living off-base partying, getting drunk, not coming to work on time. For these reasons single Airman are required to live in t he dorms until the become NCO's.

Once you hit Senior Airman you will be eligible to move off base, in some cases you will be able to move out earlier because of the dorms being full. I moved off as an E-3, but they want to make sure you are going to be financially responsible.

What is your rank? If you're below a certain rank you normally aren't allowed to live off-base. Usually if there aren't enough barracks they'll let you live off base or if you go to your command and request to live off base they'll sometimes allow you. At that time you'll start to receive BAH so that you can pay rent/mortgage.
