Since the devil doesn't exist, I'd rely on common sense ideas about peoples selfish desires and fears.
Religion causes more than its fair share of evil - why blame the devil? Gods responsible - or at least the people who believe in him.

Some minds are sick and twisted -doesn't take a devil or a demon for them to enjoy the pain and confusion they cause.
Some are very sick in selfishness, narcissism, and single minded self seeking.
Ego manics after power or there are people hurting, alone, and afraid so strike out at others from this.
Many many reasons a person's action may be evil without a devil behind any particular or singular action.
There are not demons behind every bush as some may seem to think.
Some people are just mentally disturbed.
but
the devil is... so is his little workers and there is at least one in each little cult grouping at work! and many at the upper level in "the society" or where ever.

people do evil things to others, because of their desires and fears, then the people who had evil done to them do evil to others. simple as that.

What is evil?
There is right, there is wrong, but evil? No. Evil is doing something bad for no reason. I've never found a person who was evil.
