I was able to pick up a copy of Macromedia Studio 8 very cheap on the yahoo auctions and it includes all sorts of great software. I am currently wanting to get the Adobe CS3 Master collection but that is cost prohibitive at this point.

I would suggest that you can get free trials of most software from the manufacturers but for beginners I would say try Dreamweaver, WS_FTP, a good graphic program like photoshop or gimp.

While you may have issues with cost of programs to get professional results you will also need to become proficient in XHTML, CSS, JavaScript and possibly other languages such as PHP, Java & MySQL on the open source platforms.

For the most part people that visit websites do not look at how they work only how they look so if your god with graphics programs then you can make a great looking page. Knowing how to make the page work is where the coding comes into play.

You would be surprised how many graphics artists there are out there that advertise and sell web page designs without even knowing how to write the code to make them work. they Just make up a picture and hand it to a coder and tell them to make the image into a functioning website. Basically it takes 3 abilities of a person to make a good site.

Ability to make an esthetically pleasing layout.
Ability to write good compelling keyword rich content.
Ability to write good internationally compliant source code that works in all the mainstream browsers.

Compliance with the international standards is relatively new to the industry but it is creating a separation between people in the industry the ones that are writing compliant code are more viewed as web professionals then those who do not.

Personally I still have to go back and rebuild some of my older sites to be compliant but am not sure if some of them are worth rebuilding as table less designs with external CSS at this point. As long as I build all the future ones like that.

I would tend to stay as far as possible form the proprietary Microsoft software unless you plan on doing it for big businesses that have their own IT staff and development staff. The small business owners and average person live on the open source world and save thousands of dollars in licensing costs doing so. The .NET library is one of the finest in the world but it is very proprietary as well.

If you are fairly new to website design it then try Macromedia Dreamweaver. Its brilliant. You dont need to know any HTML and can preview your webpage at any time. There are also numerous places to get tutorials to make it really simple.

Im pretty sure you can get a 30 day free trial too to test run it all.
