Watermarks have to be in headers or footers.
You should "insert, break, new page" before and after the page to hold the watermark.

For a header/footer, watermark, in the middle of a file, insert a section before and after the page to hold the header/footer:
· At the top of file (Control+Home) − click View, Header/Footer
· the cursor is in Header Section 1
· On the Header/Footer toolbar, click “show next” button
· Be sure you are now in the header of Section 2
· If the “same as previous” button is lighted, click it and select “no”
· If it is not selected, click it to select “no”
· insert the picture in Header, Section 2
· click the picture to select it
· on the Picture Toolbar, click the “Image Control” button to select Watermark
· right-click the picture, cl Format Picture, Layout, Behind Text, o.k.
· click “show next” button − the cursor should be in Section 3
· the “same as previous” button appears lit up − click it to select “no”
· if it is not lit up, click it to select “no”
· if the picture appears in Section 3, delete it
· click “close” on the Header/Footer toolbar

Add a watermark to a printed document
To print a watermark, you must insert it into a header or footer. The watermark is printed wherever you place it on the page — it doesn't have to be confined to the area at the top or bottom of the page.
1.On the View menu, click Header and Footer.
2.On the Header and Footer toolbar, click Show/Hide Document Text button to hide the text and graphics in the main document.
3.Insert a graphic — a drawing object such as an AutoShape, clip art, WordArt, or picture — or insert a text box.
4.On the Header and Footer toolbar, click Close.
Notes
·To view a watermark as it will appear on the printed page, use print layout view or print preview.
·If the watermark interferes with the legibility of the text on the page, you can lighten the object you used to create the watermark.
If the document continues, create another section. In Col. l Line 1 of the next page, click View, Header/Footer. Click in the Header.
click the "same as previous" button on the Header/Footer toolbar
Read the message - click "no"
