I think it's funny that some non-native speakers can write that question much more grammatically correct than you did. Uh oh, no drivers license for you! And I hope you don't get sick because I'm not sure if you'd qualify for medical care either!
Hehe, I'm just kidding with you... I think if somebody lives in a country they should learn the language to the best of their ability and be willing to learn more with time.
I ALSO think there is nothing wrong with learning another language in your own country. It's good for your mind and allows you to communicate with a whole other group of people. Pretty amazing, don't you think?

Yes, I believe you need to be able to communicate when you are in another country. I am an immigrant and I knew English before I came out here. The only thing what I noticed is, when American travel, how little they actually know and expect everyone to understand them, even when they are in a foreign country. Why blame others, while you don't want to make an effort your self, unless you decide to stay at home an never travel the borders. i worked in many countries before and every time it's the Americans that come and ask questions in English, assuming you do understand.
