fan, lights all work, battery is charged. wont turn over at all.
Does anyone think it is the starter? and how hard will that be to change? It looks like its easy to get too, I have done a starter before. daughter was driving it when it "supposedly..made a "pop" noise like a fuse, it died and hasnt started since, checked all fuses, they are good, looked for any loose or frayed wiring...Im stumped and my ex is pissed becuz he bought it for our son and I let my dtr drive it while her car was getting fixed...(son doesnt have license yet) help please get me out of the dog house...and get it ready for the road..........

Had the same thing happen to my LeBaron last year, the solenoid was fried. It's mounted to the starter, best to replace both.
BTW, if your V6 is like most, and leaking oil from the valve cover, this will contribute to the failure. The oil gets into the solenoid, and makes a real mess. If this describes your van, fix the leak, or you'll be buying another starter very soon.

A lot of people have a different definition for the phrase "it won't turn over." It generally means that when you turn the key nothing happens. A lot of people take the phrase to mean that the starter turns the engine, but the engine will not start.
If the latter is your situation and you don't want to pay a mechanic serious diagnostic time to troubleshoot the problem go out and buy a Haynes or Chilton's manual for the van. Then get a cheap digital volt meter and start looking for voltages at specific points on the engine.
The most common problem is the absence of the +5 volts at a critical sensor such as a MAP sensor. In most cases this turns out to be a bad wire that simply failed over time. You can usually just splice a good length of wire to replace the bad one and you're off to the races.
Check all the fuses in the power distribution box under the hood. There are fuses there that control the ignition system and the fuel pump. If either of these fuses are blown you're not going anywhere before it's replaced.
Lastly, check the fuel pump itself. If your in a real quiet place and you lean out the driver's door you can hear the fuel pump pressure-up when you first turn the key to the on position, the noise only lasts about one second, so listen carefully. If you hear nothing it could likely be a fuel pump gone...Sorry to tell you this, but THAT will cost you. I don't recommend that a novice attempt this repair.

It sounds like you might have blown a fuse link wire. They are located between the battery an the bulkhead (firewall). They are individually colored, rubber insulated wires, usually tied together with tie straps or black cloth tape. Separate them from each other and look for a burned one. Sometimes they won't burn through the insulation so you can see it, so you may have to tug lightly on each one to find the one burned in two. If you find one burned, Replace it with one the same amperage (color).You can buy them at the dealer or auto parts store. If this is what happened, Remember that an over load or short caused this to happen and the short may still exist and will have to be repaired or it will happen again. A good place to start to look for a short is the ignition switch. However, I have replaced fuse links and it never happened again. Good luck.

Sounds like a starter to me. You need (or have someone else) check for voltage to the starter solenoid when the key is turned to start.
Starter is relatively easy to replace and not very costly. The repair labor charge will probably be more than the cost of the starter!

sounds like the starter to me, or the solenoid, you dont say how many miles on it,
you can turn the key on and short across the starter if you know what you are doing, you wont hear fuses pop esp when the radio is blasting,
check to see if the starter is getting voltage at the solenoid to start it ( while someone else turns the key)
