I need to find a free editing program that lets me resize a photo to any chosen %. My HP program only accepts the increase or decrease in incroments.
Hope somebody has an aswer.Es

Hey, I too had that problem so here's what I did:
I just googled "free picture resizing" and the results were as follows. I tried a few at first but these two were my fave.
You do have to browse to find the pictures on your PC but if you need help with that, that's a different story. Let me know if this helps

The Gnu Image Manipulation Program is as good s Photoshop and 100% free.

You might like Picasa (Free download.) I didn't see anything about % in their program, but you can crop photo to match the selected dimension.The sizes are Wallet, 3.5X5, 4X6, 5X7, 8X10 and Full page.
