Yes, some DTV tuners pick up signals better than others.

The latest tuner designs do a much better job of receiving poor quality signals than earlier ones. The latest design(s) are usually referred to as "Fifth Generation" tuners, usually referring to LG/Zenith's fifth generation of tuners. "Sixth Generation" design has already been announced but I haven't heard of any for sale yet.

Unfortunately, this kind of information is not easy to find. One tuner that I do know about is the Samsung DTB-H260F HDTV Tuner which has the latest (for the moment) 5th generation tuner.

If you have a real clean signal, it doesn't matter which tuner you have. But if you're in an area where you have ghosting/multipath problems with analog TV, the latest designs are much better at locking on to digital signals.
