he's penis? he licks it to clean it. and well because he can. it's a good thing your dog licks himself that is an area you shouldn't concentrate too much on when washing your dog as you can cause infection with soaps, just let your dog wash himself there

it is either itching or it is irritated some how. it is usually not a cause for alarm.
