i.e. he digs up the litter box.

He's five months old, and I am at a loss as to break him of the habit... if I lock him out of the room where the litter is, then the cat is either locked in or out. It's so gross and I'm so sick of cleaning up the litter he digs up... any ideas?

This answer is contrary to the first one given, so you may want to some of your own research to determine which you think is right. However, I did ask both my vet and my trainer about this, because my 4-month-old puppy likes to eat deer pellets. Both of them said the same thing: dogs are interested in the feces of other animals because of the chance that they contain undigested plant matter (not meat!). Dogs are omnivores and need vegetable matter for healthy digestion, but they cannot process raw vegetables. That's why wolves in the wild eat the stomach contents of their prey, and that's why domestic dogs engage in coprophagy.

My vet's suggestion was to buy canned pumpkin and feed a couple of tablespoonfuls a day to my puppy. After a week of that, it worked. She'll still nose around in deer poo, but she doesn't try to eat it anymore. Good luck!

You need to outsmart the dog and put the litter somewhere the cat will still be able to find it. Like somewhere on a shelf or in a closet your dog can't fit into. All dogs will be interested in cat poop because cat food has more meat content ( or should) and there are more amounts of undigested or partly digested tasty meat in there!
My friend took an old broom closet and put a small pet door on it and turned it into the place where the cat box goes and the dog can't fit!

Most puppies do like cat food/treats/litter. It must be the smell. Just keep scolding him, eventually he'll get the picture

There are 20 reasons they do this, you can look it up on the net. My dog did it for a while but I would throw her outside every time and now I don't think she does it anymore.

the puppy probably keeps eating them cause cat food is very high in fat and stays in their poo when they go...
you need to break him of it. try a covered litter pan or one of those automatic ones.

put it up on a shelf or something but dont let the dog eat the poop it can get sick and possibly worms
