Heavily regulated or not, they can't stop or refuse to stop this from going on because everybody involved is getting something out of it. And the women are still taking a chance whether it is a good one for them. Or end up a bad one for them.
I can tell you why that sort of thing happens. The women who do that are trying to escape the suppressed sort of life they are living in already in those countries. They dream of a better life then what they are living in. Which for most already, is a nightmare. Some achieve that sort of success.
And believe it or not some do end up in more dire situations. Some are bought for the sole reason to force them into the Prostitute Industry. Which is a billions of dollars Trade Industry annually. While others are bought and then sold again to Porn flick Industries that do happen to torture them and kill them in the process of committing violent sex acts against them.
It's digusting to know that sort of information. But we still have our Government to blame for knowingly condoning it, and allows it to happen by turning a blind eye. After-all both the Democrats, and Republicans collect donations from the Special Interest Lobbyists who lobby for those Porn Industries to keep them in business. Just like they are turning a blind eye that the underaged children get caught up in or forced into the Porn Industries that are both marketed in retail Porn Shops, and over the Internet for the "sole enjoyment" of those who are interested in that sort of "entertainment" This also includes those torture/sex links.

Mail order brides is a risky venture, but has been going on for years. In America alone it was common place in the 1800's and early 1900's for men in the west to find a wife by just that, mail. It is no different than the foreign dating sites where both parties are seeking someone to marry. It's a bit more informed today than it might have been then since they both correspond with each other before the decision is made. The woman also has legal rights. There have been cases where she was either rejected, or he was a less than good person. Our laws tend to protect women, that isn't to say that what you speak of in terms of her finding herself in a torture chamber hasn't happened. The risk is possible even if the 2 of them grew up together in the same town.
Why would an American do this, because he wants a wife from a different country is the most simple reason. He may not care for what is available to him where he lives. Some men are from small towns and will not have a large selection of women to choose from, so he looks else where, either in country, or out. It is quite common, and the websites for this are very common.

2. Men from all over the world use sites like those primarily because they're fed up with the available or lack of available women where they live.
3. They work like this, men usually are charged a fee to join or are charged per address of each woman they request. In some instances there are Meet and Greet parties in the countries where the women are. Eventually if a couple becomes engaged the woman will then apply for a Fiancee Visa (in the US at least) and then she has up to 9 months to either marry the man or return to her country.

I don't know if it is against the law. Are internet dating services against the law?
Some cultures, as I understand it, would rather marry from their culture and might take this route to find someone. However, it is rife with abuse since the leverage against the 'mail order bride' is pretty great, particularly if she doesn't speak the language and is dependant for her residency on her new husband.
Maybe it should be an exclusion from the immigration spousal category if they can't meet some extra high burden of proof (a rebuttable presumption against being a valid marriage, for example), but I don't know that we should literally tell people who they can marry or how they can meet them.

hate to tell you but this isn't just AMERICANS who order brides my the mail.... if it were, there would not be such businesses in existance. A lot of men all over the world are attracted to the asian and Russian women... Most of them are extremely beautiful and exotic looking and ANY man in almost ANY country is enamoured by their beauty... which is why these business DO still exist today...and yes, a lot of these marriage only last as long as legally possible for the women to stay in the country they were sent to and acquire part of the man's finances, but a lot of them also prosper and become very long term relationships.... it's basically merely nothing more then what TODAY's ONLINE DATING SERVICES have become....with just a little different twist to them...

You pay money to join a site. You correspond with a woman, based on her profile. You pay for a round-trip ticket to fly her to the States. If you like her, you marry her. If not, you send her back.
Of course, the reason that they make you pay for a round trip is because if you aren't rich enough, they won't marry you. After a year or two, they file for divorce. They are now an American citizen, and entitled to half of your stuff.
That's not the way it ALWAYS works out, but very often, it works just like that.

Although it seems like the web sites pimp the women, they actually are classified as a "Dating Service."
The American man and the foreign women meet, in the foreign country. If the American likes the woman, they marry. If not, he looks at the photographs of other women, and chooses another to meet.
There should be no promise of sex for pay.
It's legal.

For the money and/or a submissive wife/slave. The day time talk shows have had numerous women on who have been abused by their husbands. Some have even been murdered.
Women in the foreign countries must sign up with these services. I think it would be a crap shoot as to whether you would be sold as a wife or a sex slave.
