Just because someone becomes a Christian, they do not instantly lose their "free will". They still have the ability to fall into sin. In fact, if you read the New Testament, you will find many warnings to the Christians and especially the church leaders to be careful not to full into sin. Paul even wrote that he had to discipline himself so that he would not, after having preached the gospel, fall away from it.
So God does only "allows it to happen" in the sense that he allows everyone "free will".

It seems that Fred Phelps hates America as much as Osama Bin Laden does. Having a church protest at soldier's funerals by claiming that American casualties are the result of America's tolerance of homosexuality is absurd, not to the mention the extreme right equivalent of Jane Fonda's antiwar tacticis. If Phelps really feels that way, why doesn't he take it up with Bill Clinton? After all, it was Clinton who brought the gays-in-the-military issue. Thus, Fred Phelps is a hate-mongering, bigoted, religious fanatical version of Jane Fonda.

My first thought and reaction to your question was why Not?
Job asked this very question, and received this very answer. Job was a righteous man, but not a sinless one.
But, the true day to day life answer here is Haggard was seen as bigger than life by many. So, much so, that he was regarded as the giver of scripture instead of the messanger of scripture.
People saw him as perfect and as unattainable, in fact , he was beginning to see himself in this same way. Above the common christian.
God exposed this mans earthly, sinful flesh, exposed it so that we could all see that no matter how much we believe, we are still sinful creatures who must control our earthly fleshly desires.
While it is an awful way to have been exposed in this manner, it was seen by God as needed. I suggest we learn lessons from this exposure , rather than see it as an excuse not to try and live by Gods word, more and more each day.

Because everyone is responsible for his (or her) own actions. We are not robots that God (or Satan) controls. There are extremists in most religions. Look at 9/11. Those were not true Muslims who committed the attacks. People use whatever they want to justify their actions and claim it is "God's will".

The responsibility for their choices cannot be thrown onto God.
God has revealed His way. It is our decision to obey or not.
In the end, God will judge.
Something that I know I will be going through along with everyone else.
Christ is our only hope.
