No, it's not rude! 11:00 am, most people are up and about, either at work or running errands. If you happen to know that they work a night shift and don't get home until 7 am or so, I'd probably wait until mid-afternoon -- but people who work those hours usually turn their phones off while they sleep because they know the rest of the world doesn't always know their personal schedule. I have friends I know that I can call at 7 AM in the morning, but never after 9 pm at night, and others that I never call before 11 am but I can call at 1 am in the morning, if I need to. You just have to know the person you are calling. Generally, I don't call anyone before 9 am or after 9 pm, unless I know them and their schedule. But 11 am seems a very reasonable time.

Most people have already left home at 11 AM. I think the best time to call someone with a normal 9-5 work schedule is in the evening around 7-7:30 PM.

No,its a pretty reasonable time. Except if the person works graveyard/night shifts and he sleeps during the day then it makes it rude because the call can wake him up.
The proper times to call are before the family/people go to sleep. lets assume that the earliest time a person can retire for the night is 8 pm. Don't call after 8pm. Also don't call too early in the morning. Assume that the latest time people wake up in the morning is 10pm.Don't call earlier than that.
I hope i made sense and was able to help.

No, I think there is a 12 hour rule, meaning you can call someones house between the times of 10 am all the way up to 10 pm. Unless of course you know the person and they don't mind phone calls before or after the 10's.

calling during the day is fine. However calling after 10 pm until about 8 am in the morning is rude. When people call that late , it's usually someone with bad news or someone who is drunk or high or both. People don't like to be disturbed late at night, especially if they are sleeping.

I wouldn't call before 9am, unless I was giving them a ride somewhere or something like that. But otherwise 11:00 is totally acceptable. Not too many people sleep in that late, unless they work a night shift.

11 am is not to early, unless you know that the person is on different hours than the rest of us (i.e. they work at night). If you don't want to be awakened let people know not to call you that early. I would not call anyone I didn't know was up before 9am, sometimes 10.

I wouldn't call someone before 10am or after 9pm. Anytime before or after that I would find rude. But not everyone feels that way, you could just ask the person next time you speak to them what time is good time to call them.

I'd say between 10am and 6pm but some people don't like surprise visits. If you know them, it's always nice to call first. If you're selling Girl Scout cookies and you're under the age of 12, it's okay to just "show up".
