45fan is wrong. DC is a beautiful city, and does not have a terrible crime problem. Yes, it is urban, and crime does occur, and yes it has all the ills of any big city anywhere in the world, including drugs and alcohol, but the tourist core is great - and as safe as the tourist core of any city worldwide.
To answer the posters question - I am assuming you are a visitor interested in major tourism spots. Here are some good areas to stay:
1. Along the Mall/Pennsylvania Ave. The old downtown. This is close to everything, The White House, the Penn Quarter entertainment district, the Capitol, the Mall, and reasonably close to busses that go out to Georgetown and the like. Hotels along this corridor run from the very expensive Willard Hotel (also luxurious and historic) to the bargain basement Hotel Harrington, and everything in between! Look at addresses on Pennsylvania Avenue - on E street to about K Street in the Northwest Quadrant of the City. A good low priced hotel is the Red Roof inn in Chinatown, which straddles this are and the rest. The J.W. Marriott, on Freedom Plaza is another important one.
2. Capitol Hill. Near Union Station and within spitting distance of the Capitol, Supreme Court, Library of Congress, and the east end of the mall, this area is a place where lobbyists often stay, and there are upscale hotels from the boutique hotel, Hotel George to the Holiday Inn and Hyatt.
3. Duppont Circle/Connecticut Avenue - there are a number of smaller hotels (and larger ones) near the DuPont Circle metro stop. Adams Morgan and DuPont, together, is a great nightlife area, a mile and a half or so north on Connecticut Avenue. In addition to the hotels north of the circle, the Renaissance Mayflower, one of the nicest hotels in DC is along here.
4. Foggy Bottom. There are a number of hotels in this area, clustered around GWU. it's a little bit out. One, the Four Seasons in Georgetown (but just barely in Georgetown, it's about 8-10 blocks from Foggy Bottom metro) is one of the best hotels in the city. This is last on my list because it's the least convenient.

Depends what you're looking to get into. Assuming you're coming here to sight see, I'd recommend the grand Hyatt Regency downtown (1000 H St NW).
It's a great hotel that's close to many restaurants, shopping, and the National Mall area. Plus, the Metro red line stops right below the hotel. It's also adjacent to China Town.
You could also try the Mandarin Hotel in SW. But it's pretty expensive. There are also many boutique style hotels by Kimet in DC. They are nice. Check out DuPont Circle and McPherson Square ares.
As for the first guy who posted...that's just stupid. You are coming to a big city, so yes, there is crime and homeless people and drug addicts. But you will not be mauled the minute you enter DC (or MD). VA has just as much crime, if not more, and as a percentage, there isn't any more crime here than other big cities.
I think you would be shorting yourself if you went to VA to stay. There is so much to do in DC, and it's safe. Besides, who wants to ride 45 minutes each way into DC on the metro, or spend countless hours stuck in the back of a cab trying to get here. That's dumb.
Finally, as a general rule, I wouldn't stay in NE or SE DC. Not that it's bad, just not close enough to the action.

The inner is resplendent with frescoes, reliefs, and paintings, especially the rotunda underneath the great cast-iron dome with a threshold painting by Constantino Brumidi and huge paintings of scenes from American history on the walls.

Personally, I'd stay in one of the little Inns or Bed & Breakfasts around Dupont Circle or Adams Morgan. They book up quickly, but they're quaint, interesting buildings in really wonderful neighborhoods. It's quick and easy to get around with the metro, too, and you can walk around a lot as well.

You can stay in DC as long as you carry a gun to thwart off all the crack heads and criminals. Otherwise I'd stay the hell out of DC. Maryland is just as bad, just too many thugs and delinquents. You're best best is to stay in Virginia and ride the Metro in to DC.
