ummm... I dont know anything about page design or layout. what do you usually do and how do you do it?.... I know it has something to do pictures bur i'm confused

Page design and layout is considered Desktop Publishing using programs such as InDesign or Quark Express. Microsoft Publisher is a consumer designed DTP program but does not have all the power or features of the others.
Desktop publishing programs allow you to put every object, whether it is text or graphics or pictures in a frame on the page and position them exactly where you want them. Each object is separate.
I would advise you check your local community college for an introductory course in desktop publishing and take one or two.
