SQL (Standard Query Language) is a programming language used to access databases. It can be run on any computer. SQLServer is a program which allows your computer to become an SQL server which holds the master database. Other people use the standard SQL to access the database from your computer.

if ur question is to know the difference between sqlserver and standard sql, here is the answer:
sqlserver is a database server in which databases are created, maintained , administered and the query language used for querying is Transact sql, where as standard SQL is a query langauage which is used to query the databases ex: Oracle
