Without surgery (or any doctor visit), you most likely can't change them from small to big and huge. Other than gaining weight, or enlarging your pectoral muscles (bench press and push-ups) then there's not really anything natural you can do to change your size.

Weight gain (and it won't just be your chest), pregnancy, and surgery are the ONLY ways to make them larger. There are no magic pills, foods, creams, exercises that will do it.
I don't know how old you are but: Breasts grow until a woman is in her mid 20s.
