It means 'It is 8:35'
and 1:48
In 'proper' Spanish to say 9:30 you would say
Son las nueve y media = (Literally It is 9 and 1/2.) or 9:30
or Son las nueve y veinte = 9:20 (9 and 20 minutes)

However once you have time longer than 1/2 hour you subtract from the next hour.
So if you wanted to say 9:46, you would round to 10 and subtract 14. (The difference)
So you would say
Son las diez menos catorce. (10:00 - 14 minutes)
11:35 = Son las doce menos vienticinco (12:00 - 25 minutes)

They do mean the same but it depends whether it's in the morning or afternoon. A las veinte horas is 8 in the evening.

"It's 8:35" (or It's twenty-five to nine) and "It's twelve minutes to two" (or It's one forty-eight).

How is my Spanish now?
