This cartoon suggests that the children who were to graduate in the year 1940, were to be the "Cannon Fodder" for the upcoming war (World War II). The Industrialists (Rich, Capitalists, Bourgeoisie) walked out of the Treaty of Versailles that ended the Great War (World War I) unscathed, still making their profits, and not in the least disturbed by the deaths of millions of young men (and women) after four years of war (1914 - 1918).

The idea behind this cartoon is that the Treaty provided the major causes of the Second World War. The boy crying in the left hand corner is a major clue. The date of 1940 and the caption are also major clues.
