It works different in Holland, you have to get a bank account to get one.

Some shops like the Bijenkorf have gift cards.

You can't buy a debit card in the Netherlands. The only way is to go to a bank near to where you are living and open a bank account. That's the only debit card they have there. Unless, indeed you mean the card answerer 1 mentioned.

Hi nice_living,
As far as I know you can not buy debit cards in the Netherlands, sorry. You can buy a €20 chipcard for €22 or €23 but that's not what you mean, right?

Some shops have started with selling cards instead of tokens, but they are still for use in that shop only.
I know V&D and IKEA do, but I have not seen cards you can use in more places.

I hope they come soon, I think it is useful, and might finally save on credit card costs when booking a cheap flight.
