i have an evga nVidia 7950 gx2 video card
do i need to get another evga nVidia 7950 gx2 videocard for quad gpus or can i use another nVidia 7950 gx2 videocard like XFX 7950 gx2 or inno3D 7950 gx2 ?

SAME GPU is ok; quote from SLI Zone, "Ensure that the second graphics card you plan to install:
o Has the NVIDIA® SLI™-Ready badge on the box
o Has the same graphics processing unit (GPU) as the SLI-Ready card already installed in your PC. (Note: The graphics card manufacturer may be different, as may the GPU clock and memory speeds, but the GPUs MUST match. For example, if you have a GeForce 7600 GS-based graphics card, your second card, regardless of manufacturer, must have a GeForce 7600 GS GPU in order to take advantage of SLI technology".

On nvidia.com they have a faq page about SLI, I read it some months ago, it says that so long as the cards are the same type you can SLI them, so the brand name does not matter. But it is advised to get 2 of the exact same card, as they have the same speeds and they will get along better. So getting another EVGA card would be better, but if you wanted to get an XFX or INNO3D, they would work with it so long as its a 7950 gx2.

Using the same brand is always recommended, but usually yes you can use any brand, if you can't there might be an issue with the drivers.

On a side note a single 8800GTX would probably make more sense.

Just make sure its the same chipset with the same specifications (look out for those that may say Overclocked Edition, etc) If they dont match, they might not work or worse, i dont really know. Just make sure you got the right video card before you actually plug it in.
