Where does blood get cleaned of waste materials? In the kidneys.
Follow the path of some of that newly cleaned blood. It leaves the kidneys and travels back toward the heart in the veins. When it leaves the kidneys, it has given up a lot of the waste molecules, but the kidneys are not so efficient that they have removed every waste molecule.
As the blood travels back toward the heart other veins merge and join the flow until two large veins empty into the heart. These two large veins bring back blood from all over the body. The blood has been collecting wastes from all the cells of the body.
The heart does not clean the blood. The heart pumps the blood for a short side trip through the lungs to discard carbon dioxide and pick up more oxygen. Then the heart pumps the blood out to the rest of the body - still carrying the cellular wastes that the blood picked up on its way back home to the heart!
Now the blood goes out through the aorta, major arteries, arterioles, and capillaries, picking up more wastes. The blood that is pumped to the kidneys gets cleaned.
You realize, too, that the entire volume of blood doesn't pass through a kidney on each round trip. Some blood goes to the brain and back to the heart without ever going through the kidneys. So that blood has wastes in it which will be filtered out on another trip. Some blood goes out in the arms and back to the heart - again not passing through the kidneys.
So renal arteries have to be loaded with wastes. Otherwise, what's the point of going to the kidneys? I'm pretty sure that garbage truck drivers don't go to the landfill when they are empty.

Particals of build up in the arteries can fall off at any time and cause things like a heart attack or a stroke. These could be bits of dead tissue, collesterol etc. These things are formed as a build up that clog the arteries. Usually through poor eating habits, smoking and excess alcohol etc.

This is because the circulatory system is a closed loop.
In terms of *oxygen* content, the loop can be though of as:
going to the lungs, getting "filled" with oxygen, travelling to the body tissues, being "emptied" of oxygen, and then returning to the lungs again.
In terms of "waste material" the loop would be:
going to the body tissues, getting "filled up" with waste, travelling to the kidneys to be emptied, and then returning to the body tissues.

ARTERIES TAKE OXYGEN AND NUTRIENT RICH BLOOD TO YOUR ORGANS. VEINS TAKE DEPLETED BLOOD BACK TO THE THE HEART AND THEY CARRY THE WASTE MATERIAL AS WELL.
