Usually the parked one- since most likely its in park or has its E brakes on, its technically 'locked ' in position. A vehicle moving , say at 30-40 mph and runs into the back of this parked car... id say the rear bumper would be sitting in the front seat, or darn near close to it. The parked vehicle would move somewhat, just from the impact ( probably breaking its transmission in the process). Since the car in motion is the fastest of the two, it will recieve some damage, but not as much as the parked car.

Whether you're talking cars or eggs, all things being equal, the moving one will sustain the least amount of damage.
