If you are using MAME32 you can tweek the settings some to enhance the video playback but in most cases your not going to do much.

If your using MAME32 it is windows based meaning that windows is running and anything else you have running in the background (antiviral, java, internet) anything using up resources. Pluss the MAME32 program then factor a bios file and a rom file and the harshest is everything plus a CHD file. So a lot of memory and resources slowed down. Many arcade game were built on a board made for fast processing for that game and that game alone so a computer trying to emulate that right now just cant cut it. Now that dual processing is coming and processor speeds are increasing. And lastly don't count out the MAME Program Team they never stop amazing me anyway. The MAME Team given some time make mame and games run and work better and better. MAME is a project on motion and keeps growing.

To run mame, I use command prompt. I'll normally look for command prompt in the search bar, make a copy of it, then paste the copy into a folder with MAME. As for the ROMS, I put them in a folder inside the folder with MAME, and simple title the folder "Roms"... Then when I want to play a game, I open command prompt, then type in "mame namehere". You generally want to use the name that the folder is by default, and that should work.
