Well i have a 15 gallon tank with 1 internal filter, 1 flourescent light thing, an air pump and a heater. I have 1 red claw crayfish and 4 minnows living in the tank. i am just a beginner and wondering how long my filter should be turned on a day.

You need to let your filter run 24/7, or you will kill your fish if they don't get oxygen
However, you don't need to leave an airpump on if it's just powered for a decoration
I have 4 tanks running with filters, and my electric bill is nothing higher then before i got these tanks

Your filter and heater are the only things that need to be left on 24/7, the rest can be put on timers. Don't worry too much about your electricity bill, filters are not expensive to run, and heaters only kick in when they are needed. If you are really worried about your bill, unplug the air pump, the filter should put enough oxygen into the water for your fish (live plant also help with this). Good luck with your fish.

Your filter should run all the time but don't worry about your electric bill. I have 6 tanks a 55 gallon ,2 twenty's and 3 fives and in the winter my bill is only about 20-30 dollars more probably from the heaters and in the summer I don't even notice it.

It should be left on always except when cleaning the tank and filter. It you turn it off bacteria will gather and go "bad" and your fish will suffer. The cost will not be that high, but you should consider this a necessitiy along with fish food. No matter what hobby you have, there will always be some costs and keeping an aquarium is no different.

The reason you need to keep oxygen and water movement in the tank 24/7 is for the beneficial bacteria that breaks down wastes.Perhaps your 4 fish would do ok for a while without air but as wastes acumulated the benifical bacteria would die without air and anerobic bacteria would take over killing your fish >Anaerobic bacteria thrives in stagnant conditions with no air movement and pollute the water very fast

You really need to leave the filter running all of the time, if it doesn't run enough, then your water will become poorly oxygenated and your fish may die. If you aren't concerned about it using up a lot of electricity, then just let it run.
