find a program to down size to 320 X 240.

Yer give it a try, you got nothing to lose. If not use a video converter to change the size to 320X240 or use a free online video converter (search it on google)

You can't choose a lower quality setting on your camera? Try looking through the menu on your camera to see if setting it to a lower quality setting is an option. Since the 640x480 setting is actually DOUBLE youtube's suggestion, you may not be able to upload your entire video without editing it.

All my vids are always 640x480... I've never noticed ratio making any difference in quality or vid uploading, so yea it should be fine. ^-^

i would say so, i have 320x240 also, and it seems to work just fine.
