"He has dissolved Representative Houses repeatedly, for opposing with manly firmness his invasions on the rights of the people. "

Sounds like a dictator to me; someone who is asserting his power to take control of the government by destroying his political opponents.

Representative Houses -- elected (or appointed) bodies who had the role and obligation of representing the people.

He (whoever he was) dissolved those houses because they opposed his actions -- namely his actions of invading (oppressing) the rights of the people.

In other words -- he crushed the houses there stopping him from taking complete control.

sounds to me like the leader or a member of the Representative houses and done something against the house and has done the people wrong by invading there rights
