Yes it is, but beware, it will cost you a percentage.
I use netspend.com whenever I can for paying people that I work with on a contractual bases.
You can transfer money to a unique username of someone else that has a Visa debit card with that bank and it only costs the fee's to withdraw it from an ATM.
Also, you can get a card mailed to you. You don't have to go to buy it at the store. And, when you are ready to use it you can.
It is also good for young folks who need a second form if ID> a credit card, Visa for expample, working or not, is a valid form of second I>D>
