Could you clarify the problem a little more please. When you get to 8000 do the electrics cut out or does it return to idle? The 2004 is not old at all, so with this limited information I am thinking a fuelling problem.

Is there a Power Commander Fitted? Any noise/smoke/smells.

I wouldnt like to point you in the wrong direction without the facts.

It's called a rev limiter, and they use them so people like you can't over rev the engine and blow it up.
